How can we handle those students who are shy and they  hesitate while asking questions.???

You can not target any student who is shy and hesitate to ask questions during the class, however you can try to conduct some spoken activities in the class which will ultimately require him to speak in front of everyone in the class...in this way, it might be possible that the child will gain confidence to speak in public.
