Water neutrality therefore implies balancing the demand and supply of water through a deliberate intervention by the water user.

Water neutrality is a water conservation tool that neutralizes the impact of building development on the city's overall water demand. Ways to reduce includes , making building water efficient as much as possible, installing water reuse system, offsetting any remaining demand in existing local region etc.
