पहला निर्णय, भाखडा बांध की अपेक्षा पहले भाखडा नहर प्रणाली निर्मित करने का था तथा दूसरा निर्णय विदेशी विशेषज्ञों की सहायता से विभागीय रूप में बांध का निर्माण करना था। यद्यपि यू.एस.बी आर भाखडा बांध का डिजाइन सलाहकार था

Structure. The Hirakud Dam is a composite structure of earth, concrete and masonry. 10 km (6.2 mi) north of Sambalpur, it is the longest major earthen dam in India, measuring 25.8 km (16.0 mi) including dykes, and stands across the river Mahanadi.
